Event Speakers & Brief Synopses:

Dr.Neil Blake, Director of Economic Analysis at Oxford Economics:
The impact of the down-turn on household incomes and household behaviour, and implications for future consumer and retail spending trends. This presentation will cover regional and local differences, and impacts on retail sales densities and internet sales.

Dr. Tim Denison, Director of Knowledge Management at Synovate Retail Performance:
Is there still a role for the high street in British retailing?

• Britain – a nation of shopkeepers
• Recession and its impact on store closure levels
• The needs of the 21st century consumer
• The inevitability of change
• Planning for the future

As the recession continues to bite, there is much talk about the speed with which shop closures are occurring and how this is changing the face of high streets and shopping centres around the country. But what is really going on and is this something for us to be concerned about given the changing fabric of society, our shopping habits and needs? Should we persevere being romantic about the importance of the high street, or should we accept that they are part of our past, not our future- and where will all this lead us?

Dr. Steve Norris, Partner at Strategic Perspectives LLP:
Retail-led Regeneration: The end of an era, or the beginning of a new dawn.
As the economic recession bites the impact on our towns and high streets can be measured by:

• falling consumer spending and retail sales;
• increasing store closures and vacancy levels; and
• the withdrawal of a number of major retail-led development schemes.

Are we really at the end of a “golden age” of town centre development and what are the realistic prospects for a new wave of retail-led regeneration when the economic storm blows over? This presentation focuses on the important role of local planning authorities in helping to identify sites and promote new retail-led development in town centres. Their role is considered in the context of the proposed revisions to PPS6 - as set out in the recent consultation draft PPS4 published in May 2009. Do local planning authorities really have the necessary tools and resources to meet the challenges that lie ahead?
