Thanks to our speaker, Jane Naylor from The Office for National Statistics, for a very thorough and fascinating presentation explaining how other countries are developing their own censuses and what we can learn from that.
Thanks also to everyone who attended, slightly fewer than we're used to due to the holiday season, but there was a very healthy debate, and as usual, networking afterwards thanks to brilliant hospitality from the staff at GVA. The Census is hot news this year with much controversy over the new questions, deployment and when the next one will take place.
The agenda
The Office for National Statistics Beyond 2011 programme was set up to establish and test models to meet future user needs for census type statistics in the UK, including wider socio-demographic statistics. It is internationally recognised that it is becoming increasingly challenging to conduct traditional censuses, partly because of the complexity of doing so with increasingly mobile populations. A wide range of potential models for the future production of demographic statistics are being considered based on three main options; census based models, aggregate administrative data models and record-level administrative data based models. The use of social surveys is being considered across all options to aid in coverage assessment and to help deliver other required information not available through primary sources. The use of alternative data sources from the internet and from commercial companies is also being investigated.
This presentation will provide a background to the Beyond 2011 programme, particularly focusing on work that has been undertaken in this field internationally. The approach being taken to develop and test the wide range of potential models for the UK will be covered as well as early results, progress that has been made and future plans.
Speaker biography
Jane Naylor, Senior Principal Methodologist, The Office for National Statistics
Jane Naylor is a Senior Principal Methodologist working within the Methodology Directorate at the Office for National Statistics. She has particular responsibility for methodological work associated with the Beyond 2011 Programme and population and migration statistics. She has worked within the Methodology Directorate at the ONS for over 10 years and has also worked in teams specialising in small area estimation and statistical disclosure control.
